    Hello,

    I am a father of a 6 yr old whose mother has an axis II, borderline personality disorder. This manifests itself with her not being able to differentiate her own needs from our daughters. The mothers parents have requested to take our daughter on a cruise. I don’t have a problem with this, and I’m not worried about her being kidnapped. However I am worried about the mother acquiring the passport and withholding it from me when I want to use it. There is some history of this: I have previously let the mother take my daughter out of state when I knew full well she would not reciprocate when it came time for me to want to take her out of state. I made this sacrifice for my daughter. But I want to be treated equally.

    So the question is, is there a third party who can hold the passport and release it based on a set of rules the parents agree on?
